The Philippines is pushing for a voluntary energy-sharing agreement and an ASEAN power grid by 2045. Manila declared a national emergency in March amid energy shortages, while Thailand, Vietnam, Indonesia and Malaysia have imposed measures such as price caps and work-from-home schemes.
